I've seen many methods to remove the governor from difficult to destructive. Probably the best way, in my opinion, is to remove the flywheel and tap it out, but my torque wrench won't remove the flywheel nut, so here is an alternate method. This is a summary of the steps. I will refine the process at a later time. Another thing to keep in mind is that the next generation of clone engines may vary slightly, primarily in how the gas tank is removed.

Remove the bolt from the gas tank near the spark plug. Remove the two nuts from the tank on the front side of the engine. Disconnect the fuel line from the top of the carburetor by loosening the small clip and pulling up on the line. Remove the gas tank.

Remove the cover from the side with the drive shaft. You may need to gently pry against the cover to loosen it, but never place a tool on the gasket surface or you may cause an oil leak. The cam shaft may come out at this stage. Try not to let the valve push rods drop down into the engine. This will let the rocker arms shift and you will have to remove the valve cover to fix them. It's not a problem, just an extra step. To put the cam shaft back in make sure the dot on both gears is aligned.

Remove the throttle arm and pull the small clip so that the paddle will rotate out from the governor.

Remove the plastic cap from the governor gear. It should come off easily. Don't forget the black washer that is behind it if it doesn't come off with the cap. You may have to spin the crank to get to this easier. I also remove the spark plug to release compression

There is a little C clip
around the center pin. Place a scratch awl against the clip opposite the opening and tap firmly with a mallet. This should bend the clip enough that you can work it loose and remove it. Here's a close up view.

You should have removed these parts. You can cut off the paddle at the bend, if you like. If not, make sure it is turned toward the governor shaft so it won't interfere with the crank shaft. I used this shaft to attach my throttle linkage. If you are not reusing it, cut it off.

Do NOT forget that final washer. You will need a magnet to remove it. It still took me a while.
At this point you should be done. Put the engine back together and enjoy.
